Salaaam. Speaking at the State House yesterday after receiving a report from an
eight-member team led by Professor Nehemiah Osoro, Dr Magufuli said he endorsed
all its recommendations.

“ I hereby
direct intelligence and security officials to summon all the individuals who
have been mentioned in this report and interrogate them, as a preamble to taking
appropriate legal actions,’’ he said.
Ex-Minister's AGs and commissioners featured in the President's second probe team's report.
Among them
are former cabinet ministers who entered into shoddy Mining Development
Agreements (MDAs) with mining companies, occasioning loss to the country in
taxes between 1998 and 2017.
Others are former
Attorneys General (AGs), their deputies, former commissioners of minerals,
directors of contracts departments, lawyers in the Ministry of Energy and
Minerals and others who participated in the drafting of the agreements, as well
as provision and renewal of mining licences.
Some of the individuals
featuring in the report include former ministers for energy and minerals -
Daniel Yona, Nazir Karamagi,Wiliam Ngeleja and Professor Sospeter Muhongo.
Others are former
commissioners of minerals Paulo Masanja and Dr Dalali Kafumu, as well as Acting
Commissioner of Minerals Ally Samaje. Featured too are former AGs (by virtue of
which they were chief state legal advisors) Andrew Chenge and Johnson Mwanyika.
The list also includes
former deputy AGs, Felix Mrema and Sazi Salula as well as the heads of the
contracts department, Maria Kejo and Julius Malaba.
The
Osoro-led committee also proposed that legal steps should be taken against
workers and owners of the biggest mining companies, Freight Forwarders (T)
Limited for contravening the country’s laws.
Dr Magufuli
furthermore called for a review of the Mining Act, directing lawyers in the
ministries of Energy and Minerals, as well as Justice and Constitutional
Affairs to work together to make important amendments that will help the
country to benefit from the natural resources.
The mining
companies that signed vague agreements with the ministry of Energy and
Minerals, according to the report, are Bulyanhulu Gold Mines Limited (Kahama
Mine Corporation Limited), North Mara Gold Mine Limited and Pangea Gold Mine
Limited - all of which are under the Acacia Gold Mine Plc as well as Geita Gold
Mine Limited (AngloGold Ashanti Limited).
“Our country is endowed with a lot of natural
resources but our people are still languishing in abject poverty because of
some people who subordinate individual gains to national interests,’’ he said.
He blamed some officials who ignored potential investors who had shown interest
to build smelters in the country.
The Head of State said the
country needed investors who were ready for conducting business under win-win
arrangements and not exploiters who had been siphoning the country’s resources.
He asked the Speaker of the National Assembly, Mr Job Ndugai, to explore the
possibility of squeezing amendments in the law within the ongoing parliamentary
budget session.
“Even if this entails
extension of the session for an extra week, I am ready to give you the go-ahead
and give you full support, to enable us amend our legislation for the benefit
of our country,’’ he added.
Mr Ndugai, who also
attended the report’s handing over function, said the House was ready to
overhaul the law, adding that he also intended to form a team for overseeing
the country’s diamond business as he did relating to Tanzanite.

Salaam. Glory of Christ Tanzania Church Bishop Josephat Gwajima yesterday during
the Sunday services reitarated his call for removal of Dar es Slaam Regional
Commissioner Paul Makonda.
Preaching
during the service, Bishop Gwajima, who was released by the police on
Saaturday, suggested that Mr Makonda would probably best serve as a police
officer after attending training.
“Mr Makonda
is an unguided missile that can land at any destination. Such a missile is very
dangerous, that is why I am not ready to see him continue as RC,” he said.
Bishop
Gwajima claimed that Mr Makonda’s statement that he was ready to die for the
crusade was contradictory.
Explaining his ordeal, he claimed that he was taken on Thursday to the Chief Government Chemist where different samples were taken from him before they were examined under officers from the President's Office. He revealed further that he was then taken to his home where the entire building was thoroughly inspected in an exercise that lasted up to 2 a.m and nothing was found on him. He claimed.
According to him, the police even inspected all his accounts to establish whether he was involved in money laundering.

President
John Magufuli of Tanzania has revoked appointment of Home Affair Minister
Charles Kitwanga for getting in the National Assembly when he was allegedly
drunk.

According to a statement issued by the Tanzania's
State House's communication unit on Friday evening, the fired minister got into
the Parliament and responded to question concerning his ministry, when he was
drunk.
In the statement, Tanzanian State House didn't specify
the date in which the suspended minister got into the National Assembly when he
was drunk.
When
asked by some Tanzania's media outlets on Wednesday, Kitwanga insisted that he
want resign from the ministerial position due to what he called baseless
allegations against him.
WHY KITWANGA SACKED?
For
some weeks now, the fired minister was under pressure from members of
opposition camp in the National Assembly sitting in Tanzania's capital Dodoma.
MPs from the opposition wanted the minister to
step-down voluntarily for allegedly to have been deeply involved in a
dubiously-implemented 16.89 million dollars contract between Tanzania Police
Force and the privately-owned Lugumi Enterprises Limited Company for supply of
finger print scanners to police stations across the country.
MPs from the main opposition Chadema party have lately
been at the forefront of growing calls for the minister to step down over
implied conflict of interest factor in a deal which has become smeared by
allegations of high level impropriety.
This is the first minister to be suspended since
President John Magufuli got into power six months ago.

China
has pledged to finance the Tanzania-Zambia Railways (Tazara) and extend it to
four other countries.
Official
from the three governments — China, Tanzania and Zambia — are meeting in
Dar es Salaam to put together details of the plan whose proposal include
reducing the bloated Tazara workforce, The East
African reported.
The
plan will include renovating the 1,860 kilometers track and linking Tazara
to Tanzania’s new Bagamoyo port and to Malawi, the Democratic Republic of
Congo, Rwanda and Burundi.
The
plan is part of the China-Africa co-operation agenda discussed at the Forum On
China-Africa Co-operation in Johannesburg in December 2015, Rowland
Msiska, secretary to the Zambia Cabinet said.
“Rwanda,
Burundi and Eastern DR Congo will be linked through the Seleka-Mpulungu section
of Tazara in Zambia, where the construction study has already been completed
and is only awaiting financing,” Bruno Ching’andu, Tazara CEO, told the East
African.
The
Citizen reported that China will take over the management and operation of the
railway line in a privatization arrangement that has been termed by the
Tanzanian government as turn-around strategy.
Tanzania
and Zambia would also review their domestic laws to provide for
preferential provisions in the running of Tazara, with a view to attracting
more private players.
It
is the only railway line in Africa that links three economic blocs, including
the East African Community, COMESA and SADC, that serves more than 600 million
people or half of the continent.
Volume
of cargo transported on the line has bee dropping over the years despite
increased throughput cargo at the Dar es Salaam port.
“The
throughput cargo at Dar port increased from six million metric tonnes in 2006
to about 15 million metric tonnes in 2015 and yet the share of TAZARA has
decreased from 601,229 metric tonnes in fiscal year 2005/2006 to just 87,860
tonnes in 2014/2015,” Tanzania’s Chief Secretary, Ambassador John Kijazi,
told Forum on China-Africa Cooperation.
300 people in different job positions this year will be employed by the
Tanzania Revenue Authority (TRA) to strengthen its operations. TRA Commissioner
General Alphayo Kidata said in Dar es Salaam yesterday that the authority had
requested to employ 500 people this year but the government gave them the green
light to employ 300 people.

“The 200 people who excelled in job
interviews recently will today (yesterday) start the Graduate Training
Programme (GTP),” said the TRA boss at an official launching of the second
batch of the induction.
According
to the TRA chief, the 200 new potential employees will undergo the one-year
programme at the Institute of Tax Administration (ITA) after which all best
performers will be employed.
“The
programme’s participants will spendnine months in class and three months on
practical attachment in different TRA departments. Those who will underperform
poorly during the course will be left out,” said Mr Kidata, who was the guest
of honour at the event. ITA Rector Professor Isaya Jairo said GTP was a
mandatory course to all new TRA recruits who have graduated from various
training institutions.
“This
course is not only mandatory. Passing the examinations and other forms of
assessment during Semester I, Semester II and during the practical attachment
at the end of it all is prerequisite for being employed by TRA,” he said.
Prof
Jairo pointed out the main goal of the GTP was to impart recruited graduate
staff with appropriate customs and taxation knowledge, skills, attitude and
capacity to perform their duties effectively and efficiently.
“The
programme is developed to guide both instructors and learners in acquisition of
intended knowledge, skills and attitudes,” said the ITA Rector. Prof Jairo said
East African Community (EAC) has synchronised curricula for GTP, pointing out
that the curricula was developed by ITA.
“ITA
worked on the EAC curricula and submitted it to the Tanzania Commission for
Universities (TCU), who accredited the curricular,” he noted.
Acting
TRA Director of Human Resources and Administration, Mr Victor Kimaro, said GTP
was not only placing the course participants into perspective within revenue
environment, but also equipping them sufficiently to effectively function as
tax officers.
“The
successful completion of the GTP programme will assure whether or not
employment with TRA is confirmed,” he stressed.

Deputy Minister for Energy and Minerals, Dr Medard Kalemani, told
a parliamentary committee on Energy and Minerals when giving details of the
implementation of REA budget in 2016/2017 fiscal year.
The deputy minister said the implementation of the third phase
would kick off after the end of phase II at the end of June this year and that
about 6,000 are expected to be connected with electricity.
“We expect to implement the third phase in three years and we
expect to spend 1.5trillion/- in the project,’’ he noted.
According to Dr Kalemani the government is struggling to
distribute electricity in rural and urnab areas in its bid to make sure that 85
percent the country’s population has access to electricity.
“Electricity distribution in rural areas has now reached 89
percent and all villages that were not covered during the second phase would be
incorporated in the third phase which is final,’’ he added.

cabinet of only 18 ministries led by 19 ministers and 15 deputies.
However, the President has not named four ministers yet to lead ministries of Finance, Education, Natural Resources and Tourism and Works. The
government of Tanzania yesterday banned printing and distributing festive season
cards ahead of this year’s Christmas and New Year Celebration by using
Government money.

In
a statement issued to the media, Chief Secretary Ombeni Sefue asked anyone who
would be interested in designing and printing this year’s festive season cards
to dig into their own pockets.

The
Director of National Payment System at BoT, Mr Bernard Dadi, said the Central
bank agreed to extend TISS working hours to 8pm on weekdays and from 9am to 2pm
on weekends and public holidays to enable all stakeholders to pay their taxes
without limitations.
TISS is an online system that
facilitates real time and gross settlement of payment instructions between
banks.
“We remind all banks to accept all TISS-related
transactions beyond 1pm,” he said. The TRA Commissioner for Customs and Excise
Duty, Mr Tiagi Kabisi, said the Authority welcomed the extension as a major
milestone in improving government revenue collection. “TRA has also extended
working hours for its customers to tie in with the new system,” he explained.
Tanzania
Ports Authority (TPA) has welcomed the extension of Tanzania Inter-bank
Settlement System (TISS) working hours, saying the decision was a game-changer
in efforts to decongest Dar es Salaam port.
Dar
es Salaam Port Acting Manager, Mr Hebel Mhango, said in Dar es Salaam recently
that the system was advantageous to the Authority and other stakeholders
because it supported continuity of port operations under the new devised TPA
working model.
“We
urge them to now change with the port speed and discipline of work by going 24
hours too. We will continue to sensitize our stakeholders on the new system,”
he noted.
Talking earlier, the Acting Permanent Secretary,
Ministry of Transport, Mr Gabriel Migire, said the government through BoT has
extended the working hours of the TISS to allow port users pay their taxes up
to 8.00 pm.
He said that apart from improving port efficiency with
a view to attaining targets under the Big Results Now (BRN) initiative in the
transport sector, the new extension would enhance government revenue collection
and money transfers as well as improve efficiency in cargo handling.
Over the last six months during its trial period, the
system has recorded significant amounts of transactions. “Over the last six
months during its trial period, a total of 7,727 transactions worth 382bn/-
have been made as of June 30, 2015,” he said.
He noted that the government will continue to
implement BRN initiatives directed at transforming the port as the hub to the
central transport gateway for East and Central Africa. “I call upon all port
users to effectively use this extension for smooth business operations in
settlements of financial obligations,” he explained.

huku risasi 28 ni zile zilizoibiwa katika tukio la stakishari.
Pamoja na silaha hizo jeshi
hilo lilikuta sanduku kubwa lililokuwa na hela kiasi cha shilingi million
sabini ambazo hazikujulikana mara moja zilikuwa na lengo gani huku KOVA akisema
kuwa uchunguzi zaidi unaendelea.
Aidha kamishna kova amesema
kuwa pamoja na mafanikio hayo yaliyopatikana katika operation hiyo bado jeshi
la polisi kanda maalum ya Dar es salaam linaendelea na kazi kubwa ya kuwasaka
wahalifu hao kwa kuwa bado kuna silaha nyingi ambazo ziliporwa katika tukio
la stakishari na bado hazijapatikana.

"Strategies
for enforcement of environmental control system were not clearly set out,"
the CAG, Professor Mussa Assad, said in his recently released performance audit
report on enforcement of environmental control systems in the mining sector in
Tanzania.
He
said that those planning tools did not indicate clear strategies for
environmental enforcement in mine operations and availed strategic plans and
annual work plans did not address key risk factors which were associated with
mining sector, as well as those factors that would require immediate NEMC
intervention.
"Non
availability of these enforcement parameters for guiding enforcement of
environmental control systems in medium and small scale mines made it difficult
for NEMC to assess its level of performance," the CAG said.
According
to him, NEMC has not adequately used information from other actors such as
local government authorities and ministries, departments and agencies in
performing its compliance and enforcement activities.
The
overall tasks of overseeing and enforcing the implementation of environmental
control systems in mines to maintain environmental quality standards are
falling under the purviews of the Vice-President's Office-Directorate of
Environment and NEMC, respectively.
Their
mandates are vested in them by Environmental Management Act No. 20 of 2004 and
its Regulations of 2005. If the environment is left unmanaged and unregulated,
then it may result into endangering human health, life, ecological balance as
well as deterioration of other living things.
In
his report, therefore, Prof. Assad recommended to NEMC to undertake proper
monitoring or inspections in order to establish performance profile of those
facilities whose enforcement is vital with the view of establishing the
compliance level of each of the mining facilities.
The
Vice-President's Office, the CAG recommends the Environment Directorate to
ensure environmental enforcement activities done by NEMC, Sector Ministries and
Local Government Authorities are properly coordinated, harmonized and all
stakeholders establish a firm reporting line.
He
recommended further that the Directorate should ensure that it monitors NEMC's
performance on enforcement of the environmental control systems in the mining
sector by regularly reviewing its performance as well as improving its capacity
on human resource, financial and technology in meeting its overall enforcement
objectives.

pasipo shaka dhidi ya ushahidi wa kuthibitisha makosa yao kutoka upande wa
Jamhuri ya Muungano wa Tanzania ambapo katika shitaka la kumi na moja la
kusababisha hasara wamepewa adhabu hiyo ya shilingi milioni tano.
Hata hivyo baada ya hukumu hiyo mawakili wa utetezi wamedai kukata
rufaa mahakama kuu baada ya kupata nakala ya hukumu.
Shauri hilo limedumu kwa takribani miaka saba tangu wafikishwe
mahakamni hapo mwaka 2008.
