“As the negotiations have yet to commence, no agreements have been reached,” Acacia said in a statement Wednesday. “The negotiations will seek a resolution that is in the best interests of all stakeholders.”

Earlier, Tanzania’s presidency said Thornton had already had an initial meeting with President John Magufuli in the commercial capital, Dar es Salaam, and that Barrick is willing to reimburse money that’s owed to the government. Magufuli has accused Acacia of failing to pay billions of dollars of taxes. Acacia surged as much as 11 percent in London.

“Thornton said his company is ready to hold talks with Tanzania that will consider the interests of both sides and is ready to pay all the money it’s expected to pay Tanzania,” Magufuli’s office said. The government welcomes such talks and will establish a panel of experts to negotiate how the company will pay the money and how it will conduct future operations in the country, according to the statement.
Barrick confirmed the meeting but not the details of what, if anything, had been agreed.

The meeting took place two days after the Tanzanian leader accused Acacia of operating illegally and demanded it remit unpaid taxes. The accusation followed an audit of the country’s mineral exports over the past 19 years that found mining companies failed to remit taxes of as much as 108.5 trillion shillings ($48.5 billion) since 1998.

Toronto-based Barrick, which owns 64 percent of Acacia, also agreed on Wednesday to help Tanzania build a smelter, according to the presidency’s statement, which didn’t provide further details.

“The meeting was constructive and open, with the parties agreeing to enter into negotiations to seek a resolution that is in the best interests of all stakeholders, including Tanzania, Barrick, and Acacia,” Barrick said in a statement Wednesday.

DAILY NEWS - TANZANIA

Dar es Salaaam. Speaking at the State House yesterday after receiving a report from an eight-member team led by Professor Nehemiah Osoro, Dr Magufuli said he endorsed all its recommendations.
Mining saga in Tanzania
Prof. Nehemiah Osoro submit to President second team report
“ I hereby direct intelligence and security officials to summon all the individuals who have been mentioned in this report and interrogate them, as a preamble to taking appropriate legal actions,’’ he said.

Ex-Minister's AGs and commissioners featured in the President's second probe team's report.

Among them are former cabinet ministers who entered into shoddy Mining Development Agreements (MDAs) with mining companies, occasioning loss to the country in taxes between 1998 and 2017.

Others are former Attorneys General (AGs), their deputies, former commissioners of minerals, directors of contracts departments, lawyers in the Ministry of Energy and Minerals and others who participated in the drafting of the agreements, as well as provision and renewal of mining licences.

Some of the individuals featuring in the report include former ministers for energy and minerals - Daniel Yona, Nazir Karamagi,Wiliam Ngeleja and Professor Sospeter Muhongo.
Others are former commissioners of minerals Paulo Masanja and Dr Dalali Kafumu, as well as Acting Commissioner of Minerals Ally Samaje. Featured too are former AGs (by virtue of which they were chief state legal advisors) Andrew Chenge and Johnson Mwanyika.

The list also includes former deputy AGs, Felix Mrema and Sazi Salula as well as the heads of the contracts department, Maria Kejo and Julius Malaba.
The Osoro-led committee also proposed that legal steps should be taken against workers and owners of the biggest mining companies, Freight Forwarders (T) Limited for contravening the country’s laws.

Dr Magufuli furthermore called for a review of the Mining Act, directing lawyers in the ministries of Energy and Minerals, as well as Justice and Constitutional Affairs to work together to make important amendments that will help the country to benefit from the natural resources.
The mining companies that signed vague agreements with the ministry of Energy and Minerals, according to the report, are Bulyanhulu Gold Mines Limited (Kahama Mine Corporation Limited), North Mara Gold Mine Limited and Pangea Gold Mine Limited - all of which are under the Acacia Gold Mine Plc as well as Geita Gold Mine Limited (AngloGold Ashanti Limited).

“Our country is endowed with a lot of natural resources but our people are still languishing in abject poverty because of some people who subordinate individual gains to national interests,’’ he said. He blamed some officials who ignored potential investors who had shown interest to build smelters in the country.

The Head of State said the country needed investors who were ready for conducting business under win-win arrangements and not exploiters who had been siphoning the country’s resources. He asked the Speaker of the National Assembly, Mr Job Ndugai, to explore the possibility of squeezing amendments in the law within the ongoing parliamentary budget session.

“Even if this entails extension of the session for an extra week, I am ready to give you the go-ahead and give you full support, to enable us amend our legislation for the benefit of our country,’’ he added.

Mr Ndugai, who also attended the report’s handing over function, said the House was ready to overhaul the law, adding that he also intended to form a team for overseeing the country’s diamond business as he did relating to Tanzanite.

Yusuf Manji who own Golden Globe, is reported to have acquired the shares in the telecommunications firm for 13bn/-.
But, there are forgery claims shrouding the sale transaction of the shares, with the court warning in a notice published last week that should the Briton fail to show up, the application for revision will be heard and decided exparte, in his absence.
Registrar of Court of Appeal John Kahyoza has indicated in the notice that the application hearing, which has been called on the court’s “suo mottu” (own motion) would be heard by a panel comprising Justices Mbarouk Mbarouk, Augustine Mwarija and Shaban Lila on February 15.

According to the notice, the aim of the hearing is to examine the correctness, legality or propriety of the proceedings, judgment and decree issued by the High Court’s District Registrar Pamela Mazengo on November 10 and 13, 2014.
The applicant to the application is Millicom (Tanzania) NV and Golden Globe, James Bell and Quality Group Limited are the respondents. The application hearing follows the complaint by Millicom to the Chief Justice on case proceedings.

In the January 10, 2017 letter, Millicom NV, a limited liability company registered under the laws of Curacao, claims to be the majority shareholder of MIC Tanzania Limited, which trades as Tigo, the telecom firm registered in the United Republic of Tanzania. Records show that in 2002, James Bell filed a Civil Case No. 306/2002 against MIC UFA Ltd, Millicom International Cellular SA and MIC Tanzania Limited.
In the case, Millicom NV was neither one of the defendants nor interested party. Mr Bell, the plaintiff in the proceedings, got a default judgment against MIC UFA Limited and Millicom International Cellular SA only in March 2005 and nowhere in the judgment is Millicom NV mentioned as the defendant or judgment debtor.

The plaintiff attempted to execute the judgment against shares in Tigo, but could not because the then High Court Judge Laurian Kalegeya, on November 7, 2009 ruled that the shares were not owned by Millicom International Cellular SA, but rather Millicom NV, a wholly separate legal entity.
However, on February 18, 2014, the plaintiff filed another application for execution against the same shares, which he claimed were owned by Millicom International Cellular in Tigo.

On June 17, 2014, the District Registrar, Ms Pamela Mazengo, appointed Mustafa Nyumbamkali of Super Auction Mart & Court Brokers as auctioneer and issued a prohibitory order attaching Millicom International Cellular owned shares in Tigo.

The non-existent shares were purportedly sold by way of an auction on November 5, 2014 to an offshore company, Golden Globe, allegedly controlled and beneficially owned by Manji. On November 10, 2014, the Registrar issued a certificate of sale, concluding the execution in shares of Millicom International Cellular in MIC Tanzania limited.

Dar es Salaam, Tanzania launches Sustainable Energy for All (SE4ALL) today at Julius Nyerere International Convention Centre. Tanzania adopted the SE4ALL initiative in 2012 and started rapid assessment which resulted into the Gap Analysis Report in May 2013. This was followed by the assistance from SE4ALL African Hub to facilitate preparation of the draft Country Action Agenda (AA) under support from AfDB and UNDP.

SE4ALL
Tanzania believes that, no development goal can be achieved without appropriate energy input; and that energy is a major culprit in global warming. Therefore, sustainable development needs energy services that meet principles of sustainable development. Thus SE4ALL initiative is a necessary tool to accelerate mobilization of the needed investments into the required energy mix to meet National Development Goals and a platform for sharing experiences on the best practices in achieving SE4ALL by 2030.

Dar es Salaam, Tanzania: Last week President Magufuli hosted the President’s Manufacturer of the Year Awards (PMAYA) – an annual event designed to honor the most outstanding manufacturers in the country. At the event, the president assured guests that his government is rallying behind the manufacturing sector to ensure that the sector contributes over 15 percent of Tanzania’s GDP and accounts for 40 percent of all new jobs by 2020.

Tanzania’s richest man, Mohammed Dewji, who carted away several prizes at the ceremony, and received accolades from the President for being the country’s largest private employer of labor, promised the President that he’ll create thousands of new jobs for Tanzanians within the next few years.
“I am going to invest more than $500 million over the next 4 years to employ over 100,000 people across Africa by 2021 with a significant majority of those jobs coming to Tanzanians,” Dewji said in a conversation with this writer.

Dewji, 41, continues to be one of the key players in private sector-led development in the country, well known for being a leader in local employment and manufacturing in East and Central Africa. His conglomerate, the METL Group, now operates in over 35 industries as diverse as trading, agriculture, manufacturing, energy and petroleum, financial services, mobile telephony, infrastructure and real estate, transport, logistics and distribution.

President John Magufuli of Tanzania has revoked appointment of Home Affair Minister Charles Kitwanga for getting in the National Assembly when he was allegedly drunk.
Charles Kitwanga
According to a statement issued by the Tanzania's State House's communication unit on Friday evening, the fired minister got into the Parliament and responded to question concerning his ministry, when he was drunk.

In the statement, Tanzanian State House didn't specify the date in which the suspended minister got into the National Assembly when he was drunk.

When asked by some Tanzania's media outlets on Wednesday, Kitwanga insisted that he want resign from the ministerial position due to what he called baseless allegations against him.

WHY KITWANGA SACKED?

For some weeks now, the fired minister was under pressure from members of opposition camp in the National Assembly sitting in Tanzania's capital Dodoma.

MPs from the opposition wanted the minister to step-down voluntarily for allegedly to have been deeply involved in a dubiously-implemented 16.89 million dollars contract between Tanzania Police Force and the privately-owned Lugumi Enterprises Limited Company for supply of finger print scanners to police stations across the country.

MPs from the main opposition Chadema party have lately been at the forefront of growing calls for the minister to step down over implied conflict of interest factor in a deal which has become smeared by allegations of high level impropriety.

This is the first minister to be suspended since President John Magufuli got into power six months ago.

Tanzania government has released a circular detailing how the new free education policy will be implemented starting January next year.

Government Circular Number 5 of 2015 is part of implementation of the Education and Training Policy 2014 -- as well as implementation of the promise by President John Magufuli to provide free education to all Tanzanian children from primary to secondary level.

Signed by Tanzania Commissioner of Education, Professor Eustella Bhalalusesa, the directive revokes all other previous circulars that were providing for various contributions that were being made by parents and guardians in public schools.

“Provision of free education means pupils or students will not pay any fee or other contributions that were being provided by parents or guardians before the release of new circular,’’ reads the circular in part. Before the release of a new circular, secondary school students studying in day schools were paying 20,000/- fee while those in boarding schools were paying 40,000/-.

The schools, according to the circular, will continue with their current arrangements until another circular is released. The new system, expected to be a relief to millions of parents and guardians across the country, is a result of the campaign pledges made by Dr Magufuli in the just-concluded general election. The Head of State affirmed that Education would be free from Standard One to Form Four.

Dr Magufuli reiterated his intention for free education when inaugurating parliament last month. “And when I say free education, I indeed mean free,” he vowed, saying effective next year, education will be free with no any contribution in whatever name and form.

Beginning next year, free education will have an impact on the quality of education, according to the circular which directs responsible institutions under the Ministry of Education and Vocational Training to plan for the best education that will foster national development.

Former President of Tanzania has dismissed allegations that he sanctioned the removal of containers from the Dar es Salaam Port before pre-requisite duties for them had been paid.

“I am surprised by rumors that I ordered the exemption of taxes on the containers. I never did anything like that,” he said in Chalinze, Coast Region, where he took part in the clean-up exercise. Dr Kikwete also defended his family saying there was no gain of truth in stories linking them with the businessmen, who own the containers.

The government is said to have lost about Tsh. 80 Billion in unpaid tax in the scam.

President Magufuli recently sacked TRA Commissioner General RishedBade whose administration is being accused of tax management irregularities that occasioned the losses.

President John Magufuli has ordered the cancellation of 9th December 2015 Independence Day Celebrations for Tanzania. Aim to reduce unnecessary public expenditure.

President said funds meant for Uhuru Day celebrations would instead be used for a major clean-up campaign at stemming the spread of Cholera in the Country.
“It’s so shameful that we are spending huge amount of money to celebrate 54 years of self-rule while our people are dying of Cholera,” the President said in a statement read by the Chief Secretary Ombeni Sefue.

Zanzibar. The Commonwealth has appointed former President Goodluck Jonathan to lead the charge for the resolution of the political stalemate in the semi-independent island of Zanzibar, in Tanzania United Republic.
Goodluck Jonathan
After the October 25 general election which produced John Magufuli as the new President of Tanzania, the Jonathan-led COG and other international observers had endorsed the polling processes as credible. The appointment followed his highly acclaimed leadership of the Commonwealth Observer Group (COG) to last month’s Tanzania general election.

The government made the nullification of the election results in October even after strong opposition and criticism from the opposition. Zanzibar Electoral Commission (ZEC) cited violations of the electoral law as reason for the nullification.

The new appointment was conveyed to Jonathan last week in a letter sent to him by the Commonwealth Secretary General, Mr. Kamalesh Sharma. Jonathan’s new appointment as Commonwealth Special representative is seen as an affirmation of the former President’s towering status as the moral face of democracy and transparent polling in Africa.

Jonathan has now been drafted in to quell the tension brewing on the island of Zanzibar, following the nullification of the presidential election results by the local electoral body, citing irregularities.
International observers have continued to dispute the decision, on the grounds that both the voting and counting processes were held in an atmosphere of peace.
